Super Typhoon Yolanda, Should Be a Wakeup Call to All Filipinos

here once was a time when most Filipinos thought they were God’s “chosen people” in Southeast Asia. A cargo ship washed ashore by super typhoon Yolanda in Anibong, Tacloban. When in 2004 a tsunami killed hundreds of thousands in neighboring Asian countries but spared the Philippines, many said it was yet one more proof that God was looking after His people. Well, what a difference 9 years makes because judging from the natural calamities now besetting the country one after another—the latest being super typhoon Yolanda (Haiyan), the most powerful typhoon ever—the Almighty seems to have had a change of his sacred heart.

Now Filipinos are finally waking up to the stark reality that there is no one they can truly depend on but themselves. Typhoon Yolanda’s terrible devastation should be the clarion call that finally mobilizes Filipinos into action? For over a hundred years, we have known that our country, unfortunately, lies in the path of many tropical storms that pass through the region each year. Sadly, to this day there are no comprehensive disaster mitigation programs in place. Both local and national governments only spring into action after a major disaster has occurred, doing too little too late, leaving most victims to fend for themselves.

For example, drive around Metro Manila and you will notice many exceedingly narrow streets. Most of these streets are impassable to fire trucks. Those streets on average are densely populated and are themselves disasters waiting to happen. Building codes have to be upgraded and strictly enforced. Roads must be widened, blockages removed, and all illegal constructions torn down.

Therefore now more than ever, the Philippines needs brilliant leaders who have the smarts to triumph over Nature’s wrath. What it does not need are more actors and entertainers in government—folks whose only talent is to laugh and cry on cue or read a script. With the effects of climate change staring us in the face, the Philippines must start preparing for disasters in earnest. It will not be easy: many people will likely be displaced; Building codes will have to be changed and toughened; laws must be strictly enforced; and violators swiftly punished.

Starting immediately, we need to begin preparing for the next big calamity that will hit. There must be drills in school; public announcements to educate the populace; the construction of multi-purpose shelters; the hardening of public utilities such as electrical and telephone poles, transmission towers, and water mains—to name just a few.

Getting the country prepared as we said won’t be easy, but it is doable. Doing nothing, or next to nothing as we’ve done in the past will cost us more in the long run. More money, more pain, more suffering, more heartbreak, and last but not least more human lives needlessly lost. Published 11/14/2013

Haiyan/Yolanda is a wake-up call for the Philippines. The thousands of dead, dying, injured, homeless, destitute, devastated, you name it, due to the super typhoon, is not a mere warning. Now is the time. Not to find who is to blame for the failure because there were things that can't be altered. For example, being within the zone of typhoon, earthquake and volcanic danger is beyond our finite capacity to change. But the country can improve its ability to prepare, response and perhaps redefine the elements that make our defense structurally strong or adoptable. As PNoy proclaimed, in respond to CNN's Christiane Amanpour, that the Philippines is visited by at least 20 typhoons a year, that it is a typhoon beltway, wouldn't it behoove Philippines PHIVOLCS therefore to be the most modern typhoon forecaster scientifically speaking? Imagine if the more than half a million souls that perished by typhoon surge, typhoon over ride, call it what you want, were forewarned hours beforehand, to seek higher shelter, like a building's 2nd or 3rd floor, as some did and were spared? Arch Mallonga: FYI the external debt of the Philippines as of 2013 from foreign creditors is $60 billion. In 2003 it was $53.7 billion. Much of the external debt this country had today was the result of reckless borrowing by Marcos to finance his reelection. The country needs soft loans to rebuild the country. If this country will not rebuild, the loss in economic activity will generate lesser revenue and therefore force this country to spend more on interests alone. Borrowed money creates a multiplier effect if used judiciously.

Now that the emergency aspect of the disaster has settled down, the danger of secondary problem has ebbed and the routine rules the day; then it is the time to seize the moment and form a task force (if none has been made) to decide on what to do next. It had always been caught flat-footed in responding. The level of unpreparedness was so astonishing. Some areas of improvement would be in creating an emergency agency composed of people from civic, educational, religious or retired groups, not closely associated or identified with political parties. It might be difficult considering that in the Philippines politics play a role in the activities of people. PNoy has ordered probe of the high figure of deaths caused by superb typhoon Yolanda/Haiyan because 4,015 dead (and counting), plus 1,602 still missing = 5,617, which is more than doubles PNoy's top estimate of 2500, and less than twice the 10,000 estimate of PNP chief superintendent Elmer Soria, who was sacked by PNoy et al administration. This makes Soria's handicapping closer to the truth than PNoy's debilitated prognosis. How is PNoy's probe, under the scrutiny of world attention going to queer established facts to make him more righteous than sacked chief PNP superintendent Soria? This country of ours is the first victim of climate change created by polluting the environment. If one understand the science of storms, cyclones, hurricanes, etc the warming of the sea creates the energy that makes the storm more ferocious. Some things that the country can't change, perhaps they can adopt. Take Netherlands, as an example, the country is in a low-lying area and flooding is a frequent unwelcomed visitor. They built dikes to minimize the problem. With the the rising of ocean level, the Philippines may be in the same predicament. But building dikes around the archipelago is impractical and expensive. The global occurrence of natural disasters this past decade has been so frequent & at shorter interval just like a woman having a baby which is exactly described in the bible. After waking up and realizing what nature can really offer, I think it is about time to consider so many changes that a State like ours need. We must turn our back to planting rice or anything that is so vulnerable to natures ire. In all of the aerial photos we see TV, majority of the Filipino houses that didn't take a chance were made of wood & other native materials (most available) didn't take a chance in this recent apocalyptic storm. Everything were destroyed. So now if our concerned gov't can subsidize the victims with PDAF-like funding then perhaps we can start building dwellings & houses with more concrete, iron-reinforced, & stronger building materials. As long as we don't change our building codes & standards the same old shit & problems will repeatedly happen storm after storm year-in & year-out. It doesn't take a scientist to figure this one out. We need stronger buildings & houses to withstand these super-cyclones. Let's follow what the state of Florida did & brought improved building codes.

In a recent interview, congresswoman Lucy Torres reported that ugly & unpleasant things are happening in the distribution of relief in her area. What's alarming according to her is on the barangay-level uses 'VOTERS LIST' as the criteria to receive the relief goods. Stopping the body count at 4011 is the right move for PNoy administration to do, and make excuses instead, just as the government had been doing all along, post typhoon Haiyan to date. Body count has already embarrassingly far exceeded PNoy's 2500 max. Just heard that there are funds available to help disasters around the world for $100 Billion . This is good to hear but its for the entire world. I do believe that the aftermath of typhoon Yolanda-Haiyan will determine the survival of political dynasty in Leyte. This may be the last tango of Mayor Romualdez in politics. The man sent by ABS-CBN on the very first day of the typhoon's onslaught was ATOM ARAULLO, if only you had seen the earlier footage. Because of the strength of Yolanda, Atom could not get out of the building where he was holed in as he was taking care & protecting of his TV equipments and his own life!

2/2 To MR DIAZ: On that very first day of Yolanda's onslaught nobody or no public official DARED or BRAVE enough to see around and look if his/her constituents are well sheltered from the typhoon's strength. There were some policemen reportedly died, two local radio broadcasters also died. It is understandable that the mayor (Alfred Romualdez) or any other local officials in other towns could not do anything except to save his or her family first. Re: The Tacloban Disaster.. I was watching a broadcast of 24 ORAS about 2 0r 3 days prior to the Super Typhoon.. The goal of the Disaster Coordinating Council of Tacloban was "zero" casualty.. Of course that was a complete disaster because their headquarters was blown away by the 190 MPH winds and they didn't have a plan B where to meet. thus of the 290 policemen who were part of that group.. only 20 showed up after the typhoon left. But we can't blame them; they knew relief goods are better than their daily fares. BTW, this behavior was demonstrated during an Air Show at MIA way back when. A U.S. Hercules landed full of "nutri-buns". That "just like an orchestra without a conductor" situation is way better than everyone trying to act as conductors with hardly an orchestra to conduct. Reality directs that in a calamity of such magnitude, search and rescue of victims from further danger is foremost; treating the physically and mentally maimed is second. Our people in Dumula-an Alguerra Leyte did not wait for any relief. we mobilized our men. My brother sent US$1000 and his wife who flew to Cebu and met one of our men in Alguerra bought supplies for the family of our fishermen. Re ..on the 5th day since the Yolanda typhoon left the reporting of Anderson Cooper was basically a statement that at the airport in Tacloban and the areas he visited there was not enough food , water and relief services..Comparing it with Japan during the 2011 Tsunami , the Japanese military was doing the relief work on the 2nd day..Korina Sanchez took exception to Anderson's reporting result ..she was suspended. I understand the frustration of many regarding the handling of the relief operation that followed in the aftermath of typhoon Haiyan. There was a lack of coordination among various government agencies and many local officials were either afraid to take a lead for fear of being criticized and who would rather wait for instructions from higher ups. The Romualdezes were a no-show who went AWOL. Aquino was again a Johnny come lately guy. I am reminded of the role Aquino played during the Luneta hostage taking that caused unnecessary loss of human lives. Aquino is never seen as a hands-on president but a great delegator!

Here is my “two cents” on how to distribute relief goods in devastated areas. 1. In areas where it is doable, secure the area, establish a secured perimeter with security personnel, marked the secured area, maintain security and plan for the number of lines where victims can lined up and receive goods. 2. Bring in the relief goods inside the secured area. Hand out relief goods soonest. Do not allow local politicians to intervene in the distribution of goods. 3. In areas where dense debris is found, use helicopter to rappel security personnel and relief goods. During Saint Cory's time, 7.8 magnitude earthquake took place in 1990 causing too much damages in Northern Luzon. Then Mount Pinatubo erupted in 1991. During her son's time, there was Sendong that caused too much damages. Then 7.2 earthquake took place in Bohol. Then typhoon Yolanda flattened Tacloban City and nearby areas. PNoy replied that in the Philippines, the local authority is the first responder, and that Philippines is visited by at least 20 typhoons annually. The Mayor of Tacloban showed utter lack of leadership in the aftermath of Typhoon Yolanda. Can you imagine the magnitude of logistic aid from the US military, were its temporary basing at Subic and other airfields in Luzon was already approved and in place? The PNL editorial on the Typhoon Yolanda STORM SURGE is very laudable. But how can we avoid a storm surge which is Japan TSUNAMI like which devastated and leveled everything in the entire region. The Penoy administration didn't know the extent of devastation for lack of electronic communication. Had it utilized helicopters to survey the extent of damages, it would have discovered who needed relief the most. But it didn't do this on time. Consider typhoon a way of life. Start rebuilding a better weather proof or earthquake proof housings. We have good architects and engineers, they could design and built aerodynamic dome for a single family house with 3 or 4 BR. Having 8 hydraulic with spring like spider base footings in case of floods, solar power for electricity and bottom floorings made of solid fiberglass to float in case it got swept by tsunamis. If Clark Air Force Base and Subic Bay were fully operational before and after typhoon Yolanda ravaged Leyte & other provinces, U S could have air dropped emergency supplies such as water, food, medications and generators. However, TV images and the reality on the ground zero of the calamity were distinctly far apart. Storms happen around the globe..always have & always will. Typhoon is not unusual cuz it occurs every year or couple of years. Blaming it on global warming is a quick & easy answer. There's no escaping from it cuz the Phils is in the typhoon belt zone. It happened before & will continue to happen regardless. Currently distribution of relief goods and services for Yolanda affected areas are still very very slow and in trickles. And there is no system as to the distribution of goods and services if there are any to be distributed. ALL ARE IN CHAOS. A lot of people don't have nowhere to go. Some would want to go to Cebu. Only those near the Taclo-ban airport are most likely able to fly out of the stinking devastated area. I saw only 1 C-130 cargo plane is in sight. He left Tacloban with his entire family and left being used by the AFP. But in reality the reason is to make sure his produce are safe from being looted by the people. What an excuse.
