Well written with a thorough problem analysis of the overall transportation system and users in any typical urban growth in the Philippines.

Re Metro manila Traffic-- too small a space with too many vehicle and people. In 1983.. There were only 60 million Filipinos--40, million Filipinos were added in 33 years. The only other highway that was added to EDSA is the C-5 of course we now have the metro rails but still it is not enough.....The Jeepneys have to go.. Limit the number of public transport to busses small or big but the Jeepneys is a thing of the past.

It is all horse sense! The motor vehicles you put on a narrow road the worst traffic congestion you get. So, increase the width of the road or lessen the number of motor vehicles. Or better still have an efficient mass transport system that could take more people to work and at a much shorter time. Things get worse because of of lack of traffic enforcement, unqualified transport drivers, mechanically unworthy motor vehicles and undisciplined pedestrians.

The registration fees for each class of vehicle should be increased maybe five-fold and earmark the fees collected for road improvement and maintenance.

With all the enumerated reasons above, I believe it's high time the Philippines move its capital to some more favorable places where land is ample and that future capital is easily accessible all. Several countries like Burma, South Africa, and Brazil to name a few although with differing reasons. Ours are indications that if we don't act now, the nation will end up in serious economic and political mess. We cannot afford to continue to operate a capital where every citizen living in it are staking a personal claim to every inch of real estate because lawmakers are inept and law enforcement authorities is often slack if not laughable. Move the capital to Pampanga or Pangasinan now where there are wide tracts of land to build it.

Filipino voters chose Duterte. Right or wrong, let's watch what he can do in the next six months as he promised. Miracles can happen, and only miracles can solve the mess the Philippines has suffered and still suffering. Maybe Duterte has the answer.

Filipinos are by nature non-violent. They accept election outcomes graciously even if they know that cheating did occur. The only time Filipinos rejected the election result was when Marcos acceded to hold an open election. It was a sham election that led to EDSA I and sudden departure or "exile" of Marcos to Hawaii. The 2016 presidential election was a landslide victory for Duterte and no one will ever question that. Whether Duterte's votes were an anti- establishment votes or not is open for debate. The incoming -president was installed peacefully. Duterte's task is challenging for he has to prove to the 37 million skeptical voters that he could deliver.

Re: Pres. Duterte-- From his TV interviews it appears that the new President is sincere in his fight against illegal drugs. Those who will fail him are officials who receive bribes from drug dealers and manufacturers..If most of his people follow him then there is a greater chance of a successful 6 year Presidency. The problem in the Philippines is not only in drugs but officials overpricing contracts and getting kickbacks..Do you think that because Janet Napoles is in detention there are no more fake NGOs.. There are still many of them, and the government doesn't have enough prosecutors to go after these fake NGOs.

I think the substance of President Duterte's speech has a grain of truth: the Philippine society was like a rotting society under the previous tin-pot regimes of BS Aquino III, Gloria Arroyo, Ferdinand Marcos & other corrupt leaders. How do you treat the morbid diseases [the proliferation of illegal drugs, perpetuation of corruption, etc.] exhibited by a decaying Philippine society. Who are the responsible leaders willing to take action in exploring & treating the rare diseases of Philippine society today? I think President Duterte can be a real mover of history: elitist education [or intelligence] is powerless without ethical-moral determination & political will. Mabuhay ka President Duterte!

Some people here expect Pres. Duterte to change his ways re: how he talks. Isn't it fair if the people change their ways too? To me, the way he talks and cussing is not a problem. Our problem is how to get rid of corruption, drugs and crimes.

The summary executions or "salvaging" of suspected drug addicts who have not committed serious crime like murder as it is known can't continue in other cities like Manila or Cebu. They could not escape the eyes of the world. The UN will condemn the country and its president. Vigilante killing is illegal and immoral. Those who commit them are murderers. They deserve to die mercilessly like their victims.

Re: Filipino voters-- The recent election of Rodrigo Duterte was a plurality because there were 5 viable candidates. The out come of the incumbent Vice- President losing the election was due to his own doing. Binay never explained how he was able to buy an Hacienda in Batangas. Putting the title in the name of a Filipino Chinese businessman was of course insulting to the voters..My suggestion to the Binay family is to go private. Notwithstanding the defeat of Jojo Binay, His family has a Senator, a Mayor and a son in law Congressman. Too many getting salary and Pork barrel from the Filipino people.

I don't know much about President Duterte's private/public life, but I do believe that the Roman great thinker Cicero will agree with President Duterte's strong presidential leadership: Cicero believed that the theory of political governance derives its origin & its force from the presupposition that political life is the highest expression of human achievement. Why defend your territorial integrity or maritime sovereignty against Communist Chinese invasion? Cicero has a simple answer for those corrupt Filipino leaders, intellectuals, diplomats, & democratic voters: "An ideal country or nation or state [or commonwealth] must possess a strong maritime jurisdiction or location." You must modernize your AFP, particularly, the Philippine Navy. According to scholars, if you have an excellent Navy, you can rule the world.

A certain Tough Man who prides himself as "man of ideas" and " eclectic critic " posted this: " it is commonplace that EU is engaged in postering Third World economy." Did this man mean fostering? Didn't this man know that EU was formed among European countries to put an end to frequent and bloody wars (WW I &II) and unite them politically and economically. This was also in response to globalization. Economic development of Third World countries was coincidental but never the proximate reason Jose! How many times do other readers have to call out this man for misreporting, misinforming 8 and misquoting his source (s) to add "substance" to his post? Incredible " knowledge"!

Like Sam, I too have difficulty "deciphering" what you (man from Taft Ave) are trying to convey. If I were to apply Allan Bloom's Educational Theory none will apply to your postings. There are no value, no knowledge to gain, none to stimulate human curiosity, etc. None of your postings would make Allan Bloom proud of your writings! You made the guy cry.

[Someone] is still confused about the Federalist Papers [see USA: Hamilton, Madison, and Jay], "a classic work of Political Science & Political Philosophy." According to Jefferson, "the Federalist is the best commentary on the principles of government." I think every American citizen knows the logic of the Federalist Papers.

Re: SC upholds indictments of Janet Napoles & Atty Jessica Lucila "Gigi' Reyes...Have they been convicted? No not yet. what was dismissed by the SC was their petition to declare their Arrests and detention to be without bais in Law. Because their Petitions were dismissed, the Sandiganbayan court can now proceed with the trial on the merits..Hence is it possible for them to be acquitted? Absolutely yes. Remember the case of Commissioner Ben Abalos it was finally decided by the Sandiganbayan by acquitting Abalos of all charges for "lack of Evidence" miracles happen with the passage of time.. These Justices can decide again to dismiss these cases for lack of evidence or a million other reasons.. You know what I mean.

The term Third World country is passe We classify countries nowadays in terms of degree of economic development. The Third World country classification identifies countries into those aligned with the allied forces or to the Soviet union. Time to update your knowledge Taft Avenue man. POOR COUNTRIES experienced collapsed due to political mismanagement and mishandling of the economy..That is commonsense which [someone] finds uncommon and above his head. You're making Duterte dumb by saying Digong learned the bitter lesson of the collapse of Third World countries.

My previous comment on Federalism was a reaction to Professor R. David's [UP] opinion: What would Rizal say about Federalism? Do you think a federal form of government in the Philippines is akin to barbarism in an age of globalization [see R. David]? I do believe that a federal form of government in the Philippines constitutes tribalism [the emergence of offensive nationalism].

WA-KA-NGA!!! Dapat sabihin ni Trump na ang CHEK-WA tao sa Pinas were always Great and the pinoys were always mang-mang. WA-KA-NGA!!!

I think the elitist-educated but corrupt Filipino leaders & voters are ignorance of the ancient virtue of guardianship under President Duterte's administration. I do believe that President Duterte style of political leadership has an element of the "royal science of government," or the science of ruling.

Reforming our ineffectual justice system by Rene Azurin [Opinion: Inquirer]. I think this is an old debate: the justice system is rooted [organic] in society. Why the Philippine justice system has suffered from neglect? There is a grain of truth that crime problem is part of society's culture. It is the "evil-twin of man's shadow." Justice is a positive concept, yet it ceases to exist if the criminals [or the author of intolerable wrong] are not properly punished. It is the wrongdoing itself that justifies the people's cries for the surgical swiftness of punishment. If evil can't be tolerated in a civilized society, then, punishment is justified. Does punishment cease only when it is exhausted? How much is owed when innocent Filipino children are drugged, mutilated, & raped? Is the payment can be bought by a rich murderer? Is currency will justify the pursuit of justice? The fact remains, "if wrong is ineradicable, then justice is a poor virtue."

Re :5 PNP Generals--The President, just announce the 5 Generals who he says are guilty of coddling drug dealers. No trial, but some of the Generals when interviewed declared that they should be given a chance to defend the accusation. One General said, he was already declared innocent by an internal investigation.. Abangan!

Re: Due Process of Law.. It is guaranteed under the Constitution. A person cannot be convicted by a presidential declaration..So if the Admin has evidence to dismiss these 5 Police Generals.. Then you have a Procedure.. there is the Napolcom.. The Police commission investigates and after presentation of Evidence the Commission decides to recommend dismissal from service or proceed with a criminal prosecution by filing the case in the RTC or Sandiganbayan..President Duterte, isn't your short cut a violation of Adminstrative and criminal laws.

PNL, the traffic problem in Manila is just one significant symptom of the main problem of the country.. and that is the feudal nature of our society ... The filthy rich lives on with their riches which they will pass on the future generations of their families.. and i want to start with PNOY himself as an example with his Hacienda Luisita. The Cojuangco family is another and so on.. These families live like they own the country with no regard to the lowly filipinos... No wonder they are very influential in politics and business... It sucks to be a Filipino and i mean that for real. Until we accept we live under a Banana Republic and do something about it, life will never change.. Just like what the Rainman from Taft said, "Where's the Pakbet?"
